Hi, my name is Chloe Hickman and I founded Louise's Law in March 2025. I sadly lost my mum in June 2024 due to a missed cancer diagnosis. It is now my mission to make second opinions on benign scans/biopsies mandatory to save as many lives as possible.

What started Louise's Law?

We are dedicated to advocating for second opinions on benign scans through either AI or a second specialist opinion. Our primary focus is to promote Louise's Law, foster a thriving community, and facilitating connections among individuals to share experiences and support each other in their health journeys.

In June 2024, my mum tragically passed away from ovarian cancer. Five years prior to this, she was diagnosed with a mature cystic teratoma, which her consultant deemed to be benign. However, this was later determined to be a misdiagnosis, it was in fact cancer.

Her cancer metastasised over the next five years and unfortunately took her life on the 26th of June 2024. Following her passing we received a report from the hospital that attempted to provide explanations such as workload and statistical data; highlighting the rarity of this cancer. These felt more to be excuses rather than explanations.

The report also stated that had this have been picked up initially by the consultant, there is every likelihood that my mum would still be here today. She could have fought this misdiagnosis herself. However, due to failure to take the correct actions, we are now left to fight on her behalf, in her honour.

While the NHS can never bring my mum back, we believe that with your support we can fight to change departmental practice. Currently, any benign test result is not looked at by any other consultant. We need to ensure all benign results are passed through to another specialist as a mandatory requirement. More must be done to prevent this from happening to others.

We are advocating for Louise’s Law; to ensure all scans and biopsies within oncology are reviewed by a second consultant/specialist by law.

All I can ask for is your time. Any signatures for this would mean the entire world to me and my family. This situation we now find ourselves in feels like a weight we can never lift. At just 24, and my brother at 22, we’ve had to face the unimaginable, losing our mum. The woman who made everything feel safe, is gone. Our grandparents have lost their daughter, as well as our Uncle who has lost his younger sister. We’ve all been swallowed by a silence we will never be able to escape.

How can I help?

We currently have a live petition on change.org, the key to helping is through signing, sharing and promoting this petition.

Legally, if a petition starts on the main government website, once it reaches 10,000 signatures the government is legally obliged to issue the petition starter with a response. Sadly, because I started the petition on change.org, they do not have to respond. However, there are loopholes around this.

The next step for us and my family is to reach 50,000 signatures. Once the petition hits this volume, I will hand deliver the petition to downing street alongside change.org. We are so close to this already, currently on just over 42,000 signatures.

The petition can be shared across multiple social media platforms such as Facebook, Messenger, WhatsApp, Snapchat and Instagram as well as via E-Mail.​

The petition once signed will ask if you wish to make a donation to promote the petition to other potential signers. To us, a share is invaluable, so please do not feel the need to donate if you can't. We appreciate every single signature and share just the same.

What does Louise's Law stand for?

Louise's Law applies to everyone in one way or another.

Whether you yourself have been subject to misdiagnosis, whether you know somebody who has been misdiagnosed, or sadly like me if you have ever lost anyone to misdiagnosis.

This law being passed will not bring back our loved ones or put an end to any pain you've had due to this, but it will prevent countless others
